What is an Agent?
An Agent is a person or organisation appointed to act on behalf of another party, known as the Principal.
In local government, councils may appoint an agent to deliver certain public services for their communities. When this happens, the Agent supports the delivery of those services and acts as the day‑to‑day point of contact between the Council and its customers.

Celtic Leisure operates leisure and fitness services in partnership with Neath Port Talbot Council.
Where Celtic Leisure is acting as the Council’s Agent, any membership, class booking, activity payment or facility hire you make through us is made on behalf of Neath Port Talbot Council. This means your agreement is with the Council, and the Council’s terms and conditions apply to your use of our services.
Celtic Leisure’s responsibility is to manage and run the facilities and services on the Council’s behalf — including the operation of centres, managing bookings, and providing day‑to‑day customer support — so the Council can deliver high‑quality leisure services for the local community. Like other operators acting as agents, Celtic Leisure acts as the facilitator between the Council and you, the customer.
